Documents that require attestation from the Malaysia embassy must to be stamped by two other entities beforehand (exclusions apply). This includes attestation from a solicitor (not applicable to all document types), and then the British Foreign Office (FCO). Only once the document have been attested by these authorities, can they be attested by the Malaysia embassy.
